There's a high chance that one of the officers saw him making that motion, not realizing that the other officer had removed the firearm just a split second before, so the officer fires to stop him drawing the firearm he still thinks is in that holster. We're all watching this frame by frame, but in that dogpile it's all asses and elbows and you're going almost by feel more than sight. There's no way all the officers knew the gun was out.
